Nguyễn Triều với “chính sách bế quan tỏa cảng” thiển cận đã dẫn tới việc Thực Dân Pháp xâm chiếm và biến Việt Nam thành thuộc địa hơn 100 năm.

Trong khoảng thời gian Pháp thuộc đó nhiều cuộc kháng chiến chống thực dân đã nổ ra nhưng tinh thần ái quốc không mạnh hơn sức mạnh của vũ khí - sản phẩm của cuộc cách mạng khoa học kỹ thuật ở Châu Âu - nên hầu như không thành công mà chỉ để lại trong lịch sử thêm một số vị anh hùng, liệt sĩ “thành nhân”.

Ðến thời kỳ đệ nhị thế chiến Pháp bị Ðức đánh bại và cũng trở thành một dân tộc bị trị nên hệ thống thuộc địa cũng suy yếu phải để cho quân đội của Nhật vào Việt Nam chia xẻ quyền lợi rồi sau đó làm một cuộc đảo chánh chỉ trong 24 tiếng lật đổ toàn bộ hệ thống cai trị của Pháp ở Ðông Dương giành lấy thế chủ động.

Nhưng không lâu sau đó, hai quả bom nguyên tử ném xuống Hiroshima và Nagasaki đã kết thúc Ðệ Nhị Thế Chiến. Toàn thể Ðông Dương lúc đó cùng một lúc hai thứ xiềng xích nô lệ tự đứt. Cuộc Cách Mạng Mùa Thu vào ngày 19- 8- 1945 thật ra chỉ là việc nhặt lại một chính quyền được thả nổi và việc Hồ Chí Minh được đề cử đọc Bản Tuyên Ngôn Ðộc Lập vào ngày 2 - 9 - 1945 cũng chỉ là kết quả của một sự thỏa hiệp bất đắc dĩ giữa những kẻ đầu cơ thời cuộc mà lực lượng của các bên đều nhỏ bé và yếu kém chưa thanh toán được nhau.

Sự do dự của các lãnh tụ Việt Nam Quốc Dân Ðảng - sai lầm lớn nhất của các đảng phái và lực lượng quốc gia thời đó - đã gây ra đại họa kinh hoàng cho dân tộc Việt Nam dài hơn nửa thế kỷ, đến nay còn chưa chấm dứt.

Ba mươi năm đấu tranh Quốc Cộng cũng là ba mươi năm đọ sức của Thế Giới Tự Do và Quốc Tế Cộng Sản dẫn tới chung cuộc bất hạnh 30 - 4 - 1975 của dân tộc Việt Nam là nguyên cớ chính đưa một khối lớn người Việt Nam yêu Tự Do không đội chung trời với Cộng Sản tỏa ra sinh sống khắp nơi trên thế giới.

Trong lịch sử của nhân loại, có lẽ đây là cuộc di thực lớn nhất, đau thương nhất và bi thảm nhất. Nước mất, nhà tan. Gần như chẳng có gia đình nào toàn vẹn. Cả nước gông cùm. Kẻ đào thoát được, ngoài một thiểu số ăn trên, ngồi trốc, hút máu dân lành, chiến hữu mới có được tài sản giúp họ khả dĩ sống an nhiên tự tại.

Số còn lại mặc nhiên trở thành loại người ăn nhờ, ở đậu. Tất cả đều làm thân nô lệ xứ người.

Mấy năm đầu tiên từ 1975 cho đến cuối 1978. Chưa hoàn hồn vì cuộc đào tẩu, không mấy ai nghĩ đến chuyện nước non mãi cho tới 1979, Cuộc Chiến Tranh Biên Giới giữa Trung Cộng với Việt Cộng nổ ra, kèm theo đó việc ly khai của Hoàng Văn Hoan, Trương Như Tảng bộc lộ những mâu thuẫn trong tập đoàn Cộng Sản lúc đó hải ngoại mới dấy lên phong trào tập hợp lực lượng nhằm phục quốc.

Nhiệt vọng phục hận lúc này thức tỉnh bởi thấm thía nỗi nhục nhằn qua mấy năm bươn chải để thích nghi với cuộc sống lưu vong đã gây ra lắm chuyện đau lòng.

Chết vì bịp bợm đội quần thiên thu

Có tiếng vang nhất trong giai đoạn đó là MTQGTNGPVN nhưng trên thực tế không có hoạt động gì đáng kể ngoài vấn đề tai tiếng về những trò bịp bợm trước và sau khi Hoàng Cơ Minh thảm tử.

Tìm hiểu kỹ sự việc chúng tôi thấy trong khi những anh em Quân Cán Chính Việt Nam Cộng Hòa đang bị đày đọa trong những nhà tù Cộng Sản thì tại hải ngoại có một nhóm người lợi dụng Tinh Thần Ái Quốc của đồng bào và chiến hữu - đang còn nhiệt vọng phục hận - bày ra trò Kháng Chiến Bịp để quyên góp, thậm chí cưỡng ép đồng bào nộp tiền cho họ làm giàu tắt.

Ðầu trò của tổ chức này là cựu Phó Ðề Ðốc Hoàng Cơ Minh và hầu như tất cả mọi phần vụ quan trọng khác của tổ chức này đều do gia đình, dòng họ Hoàng Cơ nắm giữ.

Ðặc biệt Vụ Tài Chánh do Hoàng Cơ Ðịnh - một người mà cả Ban Ðại Diện Sinh Viên và Giáo Chức tại trường Cao Ðẳng Hóa Học, Trung Tâm Kỹ Thuật Phú Thọ đứng lên tố cáo về tội tham nhũng, bị đưa ra Giám Sát Viện cách chức từ năm 1970,- giành phần quản lý.

Khởi đầu, Mặt trận Kháng Chiến Bịp này vốn thoát thai từ một tổ chức có tên là Lực Lượng Quân Nhân Việt Nam ở Miền Ðông và Miền Tây hình thành từ năm 1978 sau cải danh thành Lực Lượng Quân Dân Việt Nam và nhờ vào quyết định sai lầm của cựu tướng Nguyễn Chánh Thi (cũng do xảo kế của Hoàng Cơ Minh lừa cả Nguyễn Chánh Thi và Phạm Văn Liễu nhằm khuynh loát tổ chức để loại bỏ Lục Phương Ninh, Ðinh Thạch Bích.v.v) trong vai trò Chủ Tịch Hội Ðồng Trung Ương Ủy Viên đã ký quyết định giải tán tổ chức này để sát nhập với Tổ Chức Phục Hưng, Tổ Chức Người Việt Tự Do thành Mặt Trận Quốc Gia Thống Nhất Giải Phóng Việt Nam vào ngày 1- 8 - 1981.

Lúc đó, Nguyễn Chánh Thi đương nhiên trở thành Chủ Tịch của tổ chức mới. Ông Phạm Văn Liễu làm Tổng Vụ Trưởng Tổng Vụ Hải Ngoại và Hoàng Cơ Minh là Tổng Vụ Trưởng Tổng Vụ Quốc Nội.

Sự xếp đặt này cũng hợp lý theo đẳng cấp từ chế độ cũ vì khi Hoàng Cơ Minh vào học trường sĩ quan Hải Quân 1955, ông Liễu đã đeo lon thiếu tá được 3 năm đang là Tư Lệnh Thủy Quân Lục Chiến. Ông Nguyễn Chánh Thi thì đang là Tư lệnh phó Liên đoàn Nhảy Dù.

Sau cuộc khuynh loát tổ chức nói trên, ngày 18 - 8 - 1981 Hoàng Cơ Minh đi Bangkok. (Nhóm 9 người- Hoàng Cơ Minh (tự Chính), Lê Hồng (tự Hiếu) Nguyễn Trọng Hùng (tự Huy), Trương Tấn Lạc (tự Lộc), Nguyễn Văn Thành (tự Thông), Phan Văn Phúc (tự Phút). Trần Thiện Khải (tự Khanh), Nguyễn Ðức (tự Ðài), Nguyễn Thành Tiễn (tự Tín) sau bỏ về Hawaii đã từng bị mưu sát hụt. - có cựu Ðại tá Nguyễn Hữu Duệ tháp tùng đã không vào được Thái Lan. Duy nhất chỉ một mình ông Duệ có quốc tịch Hoa Kỳ là được chấp thuận. Mãi đến tháng 10 - 1981 qua Richard Armitage được Tướng Sutsai giới thiệu nhóm HCM mới được nhận vào Thái làm công tác phỏng vấn, dò la tin tức về POW - MIA (thật ra là tải thuốc phiện) * và cho ở tại Ubon từ tháng 11 - 1981.

Tại tỉnh Ubon thuộc vùng Ðông Bắc cách Bangkok khoảng 500km, Minh được cho mướn một mảnh đất làm “Chiến Khu Quốc Nội “ tại làng Bultharit còn khoảng 15 cây số tới biên giới Miên Thái (báo VNTP số 233).

Ðến lúc này âm mưu lừa bịp của Hoàng Cơ Minh càng lộ rõ. Nhóm Người Việt Tự Do như đã viết phần trên sau khi hòa nhập vào với MT đã giới thiệu cho tờ báo Nhật Seikai -Nippo đăng bản văn kêu gọi của Lực Lượng Kháng Chiến Việt Nam ngày 27 tháng 12 năm 1981 trong khi Hoàng Cơ Minh và nhóm tiên phong chỉ vừa mới vào được Thái có hai tháng.

Sau đó, Hoàng Cơ Minh tiếp tục tiến hành bịp bợm một cách có hệ thống, bài bản.

Hắn nhờ ký giả Hoàng Xuân Yên bút danh Hoàng Xuyên viết bài tường thuật về thăm chiến khu trong nước (về tận Ðà Lạt) tham dự Ngày MT Công Bố Cương Lĩnh 8 - 3 - 1982, đăng trên Văn Nghệ Tiền Phong tới 6 kỳ [ từ số 151 (ngày 1/5/1982 đến số 156 (ngày 16/7/1982)] tạo thành một cơn sốt Kháng Chiến trong tất cả mọi nơi có Người Việt Quốc Gia cư ngụ (gần đây Hoàng Xuyên sau nhiều năm im lặng đã lên tiếng vạch trần bộ mặt xảo quyệt, đểu cáng của Hoàng Cơ Minh qua trả lời phỏng vấn của Ký giả Tân Dân đăng trên Hải Ngoại Nhân Văn từ số 18 - 19 tháng 10 /1999)Ngay cả “cameraman” Nguyễn Ngọc Ấn (lúc đó đang làm cho CBS) cũng được chi tiền để làm cuốn phim “Hoàng Cơ Minh Trail” và lừa cả cấp trên trong CBS để đưa lên phần tin. Sau đó, cuốn phim Vidéo Kháng Chiến “Dĩa Giấy, Lính Lào, Rừng Thái Lan” được lưu hành như một bằng chứng Kháng Chiến để đoàn viên MT mặc sức lừa bịp đồng bào.

Tiếp thêm xảo kế, tờ báo Kháng Chiến (Bịp) (ra số thứ nhất ngày 1- 4 - 1982) đã loan tải những bản tin thất thiệt đến độ hoang tưởng về những trận đánh ở trong nước. Những trò bịp bợm, xảo quyệt có hệ thống, lớp lang đó tất nhiên làm nức lòng đồng bào dẫn tới việc thành lập Phong Trào Quốc Gia Yểm Trợ Kháng Chiến ngày 3 - 4 - 1982 do ông Phạm Ngọc Lũy làm Chủ Tịch để quyên góp tài chánh cho kháng chiến?!!? (Nguyễn Ngọc Bích hiện nay phụ trách phần Việt Ngữ đài Á Châu Tự Do là người viết diễn văn và soạn thảo cương lĩnh phần chuyển ngữ sang Anh Văn do Nguyễn Hữu Vinh) .

Thời đó, hầu như tất cả đồng bào Việt Nam tại hải ngoại đã bị rơi vào mưu mô quỷ quyệt của dòng họ Hoàng Cơ và trở thành nạn nhân của việc buôn bán, bịp bợm Tinh Thần Ái Quốc nhân danh Kháng Chiến.

Lúc này Phạm Văn Liễu ở Hoa Kỳ gần như đồng tình với những thủ đoạn xảo quyệt của Minh nên khi Hoàng Cơ Minh lẳng lặng cho Nguyễn Chánh Thi về vườn tiếm chức Chủ Tịch, Liễu cũng im lặng hùa theo.

Cuối năm 1982, chính Phạm Văn Liễu mới phát giác ra Hoàng Cơ Ðịnh không hề gởi tiền sang Thái. Cựu đại tá Phạm Văn Liễu khai trước tòa ngày 19 - 12 - 1994 : “Tôi thấy buồn vì tiền bạc thu được nhiều như thế, tôi tưởng Hoàng Cơ Ðịnh đã gởi về nhưng chẳng có chi nhiều ở căn cứ”.

Sau mới biết được rằng Ðịnh có gởi về khoảng 160.000USD nhưng Hoàng Cơ Minh gởi trả lại, bảo em giữ lại số tiền ấy ở Mỹ.

Lẽ dễ hiểu Richard Armitage tức Trần Văn Phú đã trả lương cho công tác tải thuốc phiện (ngụy trang là dò la tin tức POW - MIA)* rất sòng phẳng, đậm đà bằng mật phí. Như vậy tất cả tiền bạc của Mặt Trận xiết máu trực tiếp kiếm chác được của đồng bào hay do Phong Trào Quốc Gia Yểm Trợ Kháng Chiến quyên góp đều ở lại Mỹ và nằm trong “hầu bao “ của gia đình Hoàng Cơ Minh và phe đảng.

Tính sơ sơ... khoảng chừng từ 18 đến 22 triệu USD (tài liệu của Nguyên Vũ)

Ðiều đó có nghĩa là ngay từ phút đầu tiên cho đến khi thảm tử, Hoàng Cơ Minh đã có manh tâm, chủ tâm và chuyên tâm làm một cú bịp lớn.

Trong cuốn Hồi Ký Một Ðời Người, ông Phạm Ngọc Lũy đã ghi lại những lời nói của Hoàng Cơ Minh trong lúc thuyết phục Dược Sĩ Huỳnh Ngọc Anh cho vợ là nữ Luật Sư Nguyễn Thị Truyện tham gia MT như sau:' Một khi chúng ta về được trong nước rồi, những người ngoài này không còn cần thiết nữa sẽ bỏ đi hết” (tập I, trang 400 - dòng thứ 10 - 11 sđd HKMÐN).

Hoàng Cơ Minh có trở lại Hoa Kỳ vào ngày 16 - 4 - 1983 để tham gia Ðại Hội Chính Nghĩa từ ngày 28 - 29 /30 - 4 - 1983.

Tại đây, Minh trơ tráo tuyên bố thống hợp được 36 tổ chức qui tụ được hơn 10.000 Kháng Chiến Quân??!?!?

Cựu Ðại Tá Trần Minh Công đã vô cùng lúng túng phải trả lời là: “Tôi không có ý kiến...” khi nữ ký giả báo The Register hỏi:“ Ông là phát ngôn viên, ÔNG NGHĨ SAO VỀ LỜI TUYÊN BỐ CỦA Chủ Tịch MT?” Phần ông Nguyễn Bích Mạc, đảm trách ngoại vận của MT nhìn rõ sự giả dối nên cương quyết không chịu phổ biến những con số trên. Tất nhiên sau đó Nguyễn Bích Mạc bị ghép tội phản bội?!!! (tr 122 HKMÐN. Phạm Ngọc Lũy).

Thật là Ðại Bịp, ngồi không trong rừng Ubon mà dám tuyên bố như vậy để xây dựng cho mình một hào quang giả dối chỉ nhằm vào mục đích dơ bẩn cuối cùng như ta đã thấy : Tiền!.

Hỡi ơi! Thật mỉa mai! Thật đáng thương cho Dân Tộc Việt Nam chúng ta!

Cả một khối hơn 5.000 người đầy nhiệt vọng, thành tâm với quê hương từ năm châu, bốn bể, đến tham dự Ðại Hội Chính Nghĩa đã trở thành những đào thương, kép hát, quân hầu của vở tuồng Kháng Chiến Ma.

Ðúng là chuyện “Nghìn Năm Bia Miệng”. Ðại cuộc của cả một dân tộc đã bị hủy diệt bởi một kẻ vong thân trong vòng lửa của địa ngục dối trá.

Ðọc những dòng hồi ký của ông Phạm Ngọc Lũy thật đau lòng cho Tổ Quốc và Dân Tộc. Quả thật những năm cuối cùng của Thế Kỷ 20 nằm trong thời Suy Mạt của Dân Tộc Việt Nam nên mới nẩy sinh ra tên đại bịp Hoàng Cơ Minh - người đã hủy diệt lòng khả tín vào những tổ chức cứu quốc của toàn thể đồng bào và chiến hữu tại hải ngoại- người coi Hồ Chí Minh là thần tượng cả về hình thức lẫn nội dung và tự hoang tưởng cho mình là hậu thân của Hồ Chí Minh qua cách phục sức quần áo bà ba đen, khăn rằn, để râu chòm.

Công Thức ba mẫu tự HCM = HCM cũng được Nguyễn Tường Bá xử dụng làm vũ khí tuyên truyền.

Nếu thật sự HCM 1 = HCM 2 thì chúng ta đâu có cần gì phải chống Cộng mà nên khăn gói trở về để xây dựng đất nước Xã Hội Chủ Nghĩa cho xong. Có điều chúng ta còn hận chưa dẹp bỏ được hậu quả của tên chó chết HCM gây ra thì lại nảy sanh thêm một tên đại bịp khả ố HCM nữa.

Ðiều này cũng chỉ rõ một vấn đề là đám chính khứa “tea room” lường thưng, tráo đấu trong lãnh vực chính trị đã một thời nắm giữ vận mệnh quốc gia chỉ là một đám người “úy tử tham sinh”, “ái quốc tại khẩu “ chứ chẳng bao giờ chịu dấn thân thật sự để phụng sự đại cuộc của đất nước.

Chính quyền VNCH bại vong. Lỗi ở họ. Chuỗi ngày lưu vong thất thổ kéo dài lỗi cũng ở họ do thói cả nể dung dưỡng những hành vi lừa gạt, xảo trá. Kèm theo đó bản chất “chính khách salon” vốn ngại gian nguy nên dẫu chỉ một vé máy bay khứ hồi sang một đất nước thanh bình không tiếng súng, cũng chẳng chịu lên đường kiểm tra cho rõ thực hư.

Một số người khi thấy Hoàng Cơ Minh bị thảm tử do chính những hành động tự diệt của ông ta, cho đó là người có lòng ái quốc và đã hy sinh vì đại cuộc nhưng như chúng tôi đã phân tích làm gì có đại cuộc trong đầu Hoàng Cơ Minh bởi mấy từ ngữ xa xỉ dùng để bịp bợm như : Chiến Khu Quốc Nội, Biên Thùy Ðông Dương, Hội Ðồng Kháng Chiến Quốc Nội, Ủy Ban Kháng Quản, Ðông Tiến v.. v.. tất cả chỉ là sản phẩm của những bộ óc lừa đảo, xảo quyệt.

Ðại Cuộc và Chính Nghĩa ở đâu khi ngay bước khởi đầu đã là những trò dối trá, bịp bợm?

HÀO KHÍ VÀ HÙNG KHÍ Ở CHỖ NÀO KHI CHIẾN KHU QUỐC NỘI CHỈ LÀ MẤY CĂN NHÀ Ở TRÊN ÐẤT THÁI? Chẳng lẽ hàng đêm CHỐNG MUỖI ÐỐT ÐỂ KHỎI SỐT RÉT LÀ KHÁNG CHIẾN Ư?

Kiểm chứng lại cho kỹ những bài phỏng vấn ông Trần Văn Sơn, Ðỗ Thông Minh, Huỳnh Lương Thiện, Phạm Văn Liễu, Trần Minh Công - những nhân vật chính trong vở tuồng Kháng Chiến - chúng tôi thấy những nhân vật này vẫn chưa dám nói hết Sự Thật.

Bởi chính họ đã tiếp tay thần tượng hóa một con người bằng những trò lừa bịp, dối trá nên không đủ can đảm để nhận lãnh một phần trách nhiệm về mình. Diễn biến từ buổi khởi đầu cho chúng ta thấy rõ Hoàng Cơ Minh chỉ thực sự nổi lên nhờ vào những trò dối trá. Hắn chưa từng đặt chân lên đất Mẹ, ngay cả khi vong mạng vì hậu quả của vở tuồng Kháng Chiến Bịp .

Không ai có quyền nhân danh “Phục Vụ Ðại Cuộc” để biện minh cho những hành vi lừa đảo, dối gạt quần chúng.

Trải mấy nghìn năm lịch sử quá nhiều thăng trầm, biến động nhưng cho dù mất hàng nghìn năm nô lệ giặc Tàu và hàng trăm năm nô lệ giặc Tây, cuối cùng dân tộc Việt Nam vẫn trường tồn và phát triển do biết dùng “Chí Nhân để thay Cường Bạo, biết lấy Ðại Nghĩa để thắng Hung Tàn.”

Vận nước gặp thời Suy Mạt nên mới nẩy sinh ra chuyện lẫn lộn giữa Chính Trị với Tà Trị, Anh Hùng với Ðại Gian Hùng.

Mười ba năm đã trôi qua kể từ ngày Hoàng Cơ Minh thảm tử nhục nhã tại Tây Bắc Lào do bị trục xuất khỏi đất Thái. Bọn Kháng Chiến Ma vẫn trơ tráo xem như hắn còn sống, vẫn nuôi dưỡng âm mưu tiếp tục lừa bịp và làm phân hóa Cộng Ðồng Việt Nam hải ngoại bằng những trò “ma nớp” chính trị.

Nếu Người Việt Quốc Gia chúng ta không đủ dũng khí lên tiếng vạch trần Sự Thật thì chắc chắn giới trẻ Việt Nam sẽ tiếp tục bị những tổ chức bịp bợm dẫn dắt vào con đường sai trái không còn biết đâu là đại cuộc của dân tộc.

Một phần tư thế kỷ đã qua, nhiều tổ chức yêu nước vẫn tiếp tục trên đường tranh đấu. Có những người đã nêu tấm gương sáng, đã anh dũng hy sinh như Liệt Sĩ Trần Văn Bá (từ hải ngoại về), Nguyễn Thành Sĩ, Hà Xuân Hùng, Thái Thanh Hùng, Phan Ngọc Nhất Linh, Nguyễn Công Ích (tại quốc nội)v.. v.v.

Tổ Quốc và Dân Tộc tri ơn những anh hùng.

Nhưng riêng với sự việc nổi đình, nổi đám, nặng phần trình diễn nhất của MTHCM, xét về thực chất lại chính là vụ việc bẩn thỉu và ô nhục nhất trong lịch sử chống Cộng của người Việt lưu vong.

Người ta có thể lừa dối được một người mãi mãi. Có thể lừa dối một số người một ít lâu nhưng không ai có thể lừa dối được tất cả mọi người.

Trong bối cảnh lịch sử vừa qua và hiện nay hành vi nhục nhã Lừa Dối Tinh Thần Ái Quốc của khối người lưu vong Cắt Đứt Con Đường Quang Phục Đất Nước là một Ðại Tội Không Thể Tha Thứ.

Như vậy tên Ðại Bịp Hoàng Cơ Minh chẳng phải là Anh Hùng mà chính là Thiên Cổ Tội Nhân?

I turned over video tapes to your NSC staff assistant, Tom Harvey, January 1987, wherein General KHUN SA, overlord of Asia's "Golden Triangle", offered to stop 900 tons of heroin/opium from entering the free world in 1987. Harvey told me, "...there is no interest here in doing that." General Khun Sa also offered to identify U.S. Government officials who, he says, have been trafficking in heroin for more than 20 years.

November 1986, Scott Weekly and I went into Burma in coordination and cooperation with The White House. Tom Harvey told me you received a letter from Arthur Suchesk, Orange County, CA, dated 29 August 1986. Dr. Suchesk said that Gen Khun Sa had access to U.S. POWs. Harvey said the letter had received "highest attention". He gave me a copy along with other case documents. I was asked if it was possible to verify the information. According to Harvey, the CIA said Khun Sa had been assassinated some months before. Harvey supplied Scott and myself with language under White House and NSC letterhead that would help us gain access to Khun Sa. It worked. Unfortunately, Khun Sa knew nothing about US POWs. He did, however, offer to trade his nation's poppy dependence for a legitimate economy.

Instead of receiving an "Atta Boy" for bringing back video tape showing Khun Sa`s offer to stop 900 tons of illegal narcotics and expose dirty USG officials, Scott was jailed and I was threatened. I was told that if I didn't "erase and forget" all that we had discovered, I would, "hurt the government". Further, I was promised a prison sentence of "15 years".

I returned to Burma with two other American witnesses, Lance Trimmer, a private detective from San Francisco, and Barry Flynn from Boston. Gen Khun Sa identified some of those in government service he says were dealing in heroin and arms sales. We video taped this second interview and I turned copies over in June 1987, to the Chairman of the Select Committee on Intelligence; Chairman of the House on Foreign Affairs Task Force on Narcotics Control; Co-Chairman, Senate Narcotics Committee; Senator Harry Reid, NV; Representative James Bilbray, NV; and other Congressional members. Mister Richard Armitage, Assistant Secretary of Defense for International Security Affairs, is one of those USG officials implicated by Khun Sa. Nothing was done with this evidence that indicated that anyone of authority, including yourself, had intended to do anything more than protect Mr. Armitage. I was charged with "Misuse of Passport". Seems that it is alright for Oliver North and Robert MacFarlane to go into Iran on Irish Passports to negotiate an illegal arms deal that neither you nor anyone else admits condoning, but I can't use a passport that brings back drug information against your friends.

Lance Trimmer and I submitted a "Citizen Complaint of Wrongdoing by Federal Officers" to Attorney General Edwin Meese, III on 17 September 1987. Continuous private and Legislative inquiries to date indicate that the Attorney General's Office has "lost" the document. Congressional requests to the Government Accounting Office have resulted in additional government snares and stalls.

January 20, 1988, I talked before your Breakfast Club in Houston, Texas. A distinguished group of approximately 125 associates of yours, including the Chief Justice of the Texas Supreme Court, expressed assurance that you are a righteous man. Almost all of them raised their hand when I asked how many of them know you personally. If you are a man with good intent, I pray you will do more than respond to this letter. I ask that you seriously look into the possibility that political appointees close to you are guilty of by passing our Constitutional process, and for purposes of promoting illegal covert operations, conspired in the trafficking of narcotics and arms.

Please answer why a respected American Citizen like Mister H. Ross Perot can bring you a pile of evidence of wrongdoing by Armitage and others, and you, according to TIME magazine (May 4, page 18), not only offer him no support, but have your Secretary of Defense, Frank Carlucci tell Mr. Perot to "stop pursuing Mr. Armitage".

Why Sir, will you not look into affidavits gathered by The Christic Institute (Washington, D.C.), which testify that Armitage not only trafficked in heroin, but did so under the guise of an officer charged with bringing home our POWs. If the charges are true, Armitage, who is still responsible for POW recovery as your Assistant Secretary of Defense ISA, has every reason not to want these heros returned to us alive. Clearly, follow on investigations would illuminate the collective crimes of Armitage and others.

Several years ago a secretary working for Armitage asked me "Why would he have us expunge his official record of all reference to past POW/MIA assignments and activities?" Not knowing, I ventured a guess that maybe he was considering running for public office and didn't feel the POW -Vietnam association would be a plus in his resume. It was about the same time a CIA agent named by Khun Sa turned up dead in Bangkok under "mysterious circumstances". Also about this time, as an agent of NSC's Intelligence Support Activity, I was told by ISA Chief Jerry King, "...there are still too many bureaucrats in Washington who don't want to see POWs returned alive". I failed to realize the fullness of his meaning, or these other events, until in May 1987, Gen Khun Sa, in his jungle headquarters, named Richard Armitage as a key connection in a ring of heroin trafficking mobsters and USG officials. A U.S. agent I have known for many years stopped by my home last month enroute to his next overseas assignment. He remarked that he had worked for those CIA chiefs named by Khun Sa, and that by his own personal knowledge, he knew what Khun Sa said was true. He was surprised it had taken so long to surface.

I am a registered Republican. I voted for you twice. I will not do so again. If you have any love or loyalty in your heart for this nation; if you have not completely sold out, then do something positive to determine the truth of these most serious allegations. You were Director of the CIA in 1975, during a time Khun Sa says Armitage and CIA officials were trafficking in heroin.

As Director of Intelligence you were responsible to the American people for the activities of your assistant - even as you should know what some of these same people are doing who are close to you now as our Vice President because I feel these "parallel government" types will only be promoted by you, giving them more reason to bury our POWs.

I am enclosing some documentation that supports the charges made. Chief is a letter from Khun Sa to the U.S. Justice Department dated 28 June 1987, wherein Richard Armitage is named along with Theodore Shackley (your former Deputy Director CIA from Covert Operations) and others. Please also note William Stevenson's article, "Bank of Intrigue-Circles of Power". You, Armitage, and General Richard Secord are prominently mentioned. Stevenson, you might remember, authored A MAN CALLED INTREPID.

Also Tom Fitzpatrick's article, "From Burma to Bush, a Heroin Highway", should interest you. Both of these men are prize winning journalists. The book, CRIMES of PATRIOTS, "A True Tale of Dope, Dirty Money, and the CIA", by Jonathan Kwitny, reporter for the Wall Street Journal, details for you the bank connections that Khun Sa mentions. Finally, the basic primer that spells out exactly how this dope for covert operations gambit began, is Alfred McCoy's THE POLITICS OF HEROIN IN SOUTHEAST ASIA. All of these should be required reading for the man appointed chief cop by our President to safeguard America from illegal narcotics. These are just a sampling of many works now available that chronical disgraceful conduct by those sworn to protect and defend our Constitution.

Parting shot Mr. Vice President: On 28 January 1988, General Khun Sa tendered an offer to turn over to me one metric ton (2,200 pounds) of heroin. He says this is a good faith gesture to the American people that he is serious about stopping all drugs coming from the infamous Golden Triangle. I, you and Nancy Reagan are really serious about saying "NO" to drugs, why not test Gen Khun Sa? I challenge you to allow me in the company of agents of your choice to arrange to receive this token offer worth over $4 billion on the streets of New York City. It will represent the largest "legal" seizure of heroin on record. You can personally torch it, dump it in the ocean, or turn it into legal medication; as I understand there is a great shortage of legal opiates available to our doctors. I think Gen Khun Sa's offer is most interesting. If you say "YES" then the ever increasing flow of heroin from Southeast Asia (600-- tons-- '86, 900 tons-- '87, 1200-- tons'88) may dry up--not good for business in the parallel government and super CIA circles Oliver North mentioned. If you say "NO" to Khun Sa, you are showing colors not fit for a man who would be President.

What is your decision? I challenge you to demonstrate exactly where you stand with respect to big-business-drugs, parallel government, misuse of U.S. tax-payer dollars in foreign drug supression programs that don't work, no interest in dialogue that will stem the flow of illegal narcotics, return of POWs while they are still alive? I for one am not for a "USA, Inc." with you or anyone else as Chairman of the Board.

NINE HUNDRED TONS OF HEROIN & OPIUM WILL ENTER THE FREE WORLD FROM SOUTHEAST ASIA'S "GOLDEN TRIANGLE" THIS YEAR.

The reason is because U.S. taxpayer dollars and American equipment have been used to construct a new road that will allow narcotics to pour out of General Khun Sa's Shan Territories rather than trickle out by horse and mule as has been the case until the beginning of this year.

Last year 600 tons of Opiates trafficked from this area. Press reports included as part of this statement argue that it is logistically impossible to increase the output to 900 toins. The new road capable of easily handling 10 ton truck convoys signal not only the capability, but the reality. The disappointing fact is that this new artery was constructed by the Thai Government using money, manpower, time and materials furnished by our drug suppression funds.

Moreover, there are serious implications that elements within the U.S. Government are Khun Sa's biggest customers. The facts are that for 15 years U.S. taxpayers through legislative bodies like this committee and executive agencies such as have testified here today, have dumped hundres of millions of dollars into drug suppression programs within Thailand and Burma which have done nothing but nourish the flow of narcotics from Asia into the United States. The proof is statistically clear. Fifteen years ago the flow of Opiates was 60 tons; this year it will approach or exceed 900 tons. The reasons, while multi-faceted, boil down to one word, "money".

Certain high level Thai and Burmese officials are packing their pockets with U.S. supplied drug suppression funds; political pay-offs, and other spin-off profits like the thousands of Teak trees felled during the Khun Sa road effort. Khun Sa has no outlet for teak, but it is a protected and highly valued commodity in Thailand. More shameful are the serious allegations raised by General Khun Sa and his staff that corrupt U.S. officials allow this travesty and in certain cases are directly involved.

After meeting with General Khun Sa and others, I am convinced that a secret combination exists today within the U.S. Government that was officially germinated during the Nixon Vietnam years and has, through illicit drug profits, propagated itself today into a self-serving righteous monster of global proportions. I believe Ed Wilson was a member of this combination and that his activities represent only one of many tentacles. I believe the Contra-Iran situation is merely another visible lesion that has emerged from this extra-governmental organism.

I say "would be righteous" because those within this secret combination I believe honestly think they are serving America by offering an established model of sabotage, subversion, and assassination to areas threatened by communism. They are in existence because normal government process is too cumbersome, time consuming and oft times impotent. These persons who are intelligent and well seeded in our governmental structure think they are smarter than our elected officials and can expedite accomplishment of national objectives. They have funded their efforts through drug trafficking because of a 1960's mind set that anyone who would use opiates is animalistic and the U.S.A. doesn't really care about them. They began their drug dealing in Southeast Asia as a means to fund the secret war in Laos and Cambodia that Congress was officially unaware of. Besides my personal experiences, all of these conclusions are spelled out in the book:

THE POLITICS OF HEROIN IN SOUTHEAST ASIA.

I have good reason to believe that after President Nixon got the U.S. out of Vietname "with honor", while bringing home "all the POW's" in 1973 that either with his concurrance, or on the initiative of those "Best and Brightest" included within the "President's 40", the war continued to be fought through Project Phoenix. The insiders knew the North Vietnamese would not abide by the tri-accord and continue to consolidate their position in Vietnam, Laos, and Cambodia. Since the war was over there was no Congressional funding and home-grown drug trafficking offered the most expedient solution. Ideally the communist takeover in 1975 would fall like a house-of-cards since the infrastructure would be eliminated by extreme prejudice through the Phoenix operation. Even so, an estimated 150,000 non-military persons were terminated, the program failed to meet the expectations of those in charge.

Next, I believe the Phoenix model was moved to help stabilize a toppling Shah who happened to be close to the Administration and to people in the secret combination society, many of whom held high positions within the Executive Branch. The Shah fell. By this time the model was self-perpetuating.

Rather than shut down after failing in Iran, there was a re-focus on the building communist threat in Central America. The Contra-Iran Oliver North White House disclosures are only protrusions that have become visible because of the extent and intensity of this para-government organization. Even as these hearings are underway, representatives of this secret combination are at work in the "Philippines, offering "anti-communist solutions" to that struggling democracy. I believe that.

As years and changing administrations have gradually thinned the society's active duty status within the U.S. Government, I believe those who still steer the society have become more self-serving, making huge personal profits under the guise of fighting worldwide communism. Further, I believe they are maximizing their influence to protect those of the brotherhood who still hold active office in the government.

I have been told for years that U.S. POW's would never be allowed to return because they were directly related to illegal drug trafficking by U.S. officials. Until May of 1987, I thought this absurd. Now, after eight years in the POW-Southeast Asian arena, I clearly can see what was hidden except to those more sensitive to power politics than myself. The reason we have met the enemy and he is U.S. in our efforts to return POWs while they are still alive is simple. When POWs are returned the first demand by the American people will be to examine those within the government responsible for their return. Americans will want to know why these individuals failed in their official capactities; why the burden fell on the private sector; and what took so long if the POW issue is truly "Top National Priority" as designated by President Reagan. Upon investigation it will be revealed that responsible officials were more interested in actuating their secret society than accounting for our POW and MIA.

The fact is that all of the Heroin and Opiates could be shut off at the Golden Triangle if America`s responsible elected and appointed officials would do their jobs. General Khun Sa is recognized as the drug king-pin and controls the Golden Triangle with a well disciplined army of 40,000 Shan soldiers. He has stated to me before three other American witnesses on video tape that he greatly desires to stop the drug trafficking, but we won't let him. He has promised that if we will give him any economic alternative, he will not just stem, but stop the flow of narcotics through his areas of control. He has said for example that for one-tenth the money we now give the Burmese for drug suppression turned into economic aid and crop substitution, he will use his force to enforce what we cannot and have not. In addition, Khun Sa has stipulated that the Burmese must be stopped from using the 12 Bell Helicopters and fixed wing aircraft given them by the U.S. to spray the Shan State people, animals, food and water with Agent Orange and herbicides. All that I have presented thus far is backed up by written and recorded documents made available to the Committee.

It has been reported to me by committee personnel that Khun Sa has made these offers before. They say the CIA has expressed doubt and mistrust that Khun Sa will carry out his part of the bargain. I and three other Americans have met with Khun Sa. We all believe him to be sincere. Certainly in view of the dismal failure of the CIA and DEA to slow, stop or even deter the flood of drugs from the Golden Triangle, it seems that a change in dynamics is in order. Especially since Khun Sa has directly implicated persons within the CIA as some of his best customers. The video tapes show testimony of a frustrated medical doctor who, under orders from Khun Sa, did everything from offer radio links to Khun Sa's headquarters to present a horse that might be used to alert DEA of drug movements. The low level agents supported these initatives, but in every case they were rejected at DEA headquarter levels.

I have strived at the invitation of the Executive Branch for eight years to convince political skeptics that American POWs are alive in the hands of Communist forces in Laos and Vietnam. I abhore drugs and dopes that are users, yet in the past two weeks I've been told by committee staff and others that "federal sources" and a Los Angeles State Department employee have said that I am a "drug trafficker", and I will be in prison before July 4th. I know this level of federal employee would never make such slanderous statements unless encouraged by higher-ups. While following the classic model of "deny-defame-divert," it is disappointing that law enforcement agencies would reveal such low life practices as directly as they have, and then avoid comment when confronted.

I have tried in every way to cooperate with the committee and its membership. I've furnished video tapes, only to be informed that the chairman has blocked their distribution. I've supplied the Suchesk letter to Vice President Bush, and requested a written transcript of the file from which Khun Sa's secretary read from. I received a letter in the mail last week. It was from Khun Sa. The stapled and sealed envelope had been opened. Inside, the pamphlet, which had also been stapled shut, had been opened and the contents removed. I had asked Khun Sa to translate his record; sign it himself with two additional witnesses. I was assured this document was part of the opened package. I have requested my contacts furnish me with a FAX of their copy. It serves to supplement in writing the verbal and video accounts.

I'm disillusioned that this committee which represents the interest of 240 million Americans in controling illegal drug trafficking, would take such a negative and skeptical position on such a critical issue as Khun Sa's proposal and my deliverance of the information he gave us. I've been told that I must "sell my case" to you. Facts are, I am a citizen who has been twice to see a warlord who is recognized as the world's most powerful Heroin kingpin. This person has shown statistically that our 15 year old drug suppression program is, at best, "dumb" by anyone's standards. At best we have millions of US tax dollars being mishandled; one recipient has made use of U.S. assets to build a major road, and secures that road from outside infiltration; 900 tons of opiates entering the free world; rampant corruption of allied officials. At worst in addition to the best case, we have officials within the USG who won't, as Khun Sa says, let him get out of the drug business, because they are his biggest buyers.

Your business is representing American interest in drug control. You greatly influence how our tax dollars are used and how well the enforcement agencies do their job. My business is bringing home POWs while they are still alive. Neither one of us has been able to make much head way because I'm convinced there are persons within the government that are opposing us both. If POWs came home, the resulting investigation will expose their drug involvement; if the drugs are stopped, their source of income dries up. I agree that communism threatens the liberty of free people everywhere, but in my opinion drugs are even a bigger and more immediate threat. To fuel these self-righteous freedom fighters with drug money is to steal, cheat, and mislead every American taxpayer, and circumnavigate the greatest governmental system in the world. While it may appear slow, and at times fickle and indecisive, still our's is the greatest government in the world. There aren't boat loads of Americans headed for the Soviet Union. I believe our system was divinely inspired. I believe it will work despite any shortcoming.

As a member of The Church of Jesus Christ of Latter-Day Saints with Temple Endowments, I raise my hand to the square and swear before God, Angels, and you as witnesses, that this statement is the absolute truth as I know it. I hope you can swear before God that you will execute the responsibilities to your constituents with all honesty in thoroughly investigating the proposal for eliminating all drug trafficking from the Golden Triangle, and seeing to the objective investigation and prosecution of any American officials found to be guilty of maliciously dealing in drugs. I personally don't believe the Americans named by Khun Sa as conspiritors in traffickings could pass an honest security background check. I believe if you do your job as our representative body, you will uncover and topple those members of this secret combination like a line of dominos. If you give this hearing only a cameo appearance, the combination will be strengthened and our nation could be in for a period like the Vietnam era. Your positive attention to this matter should also speed the safe return of our POWs.

I believe we can stop the heroin and opium by working with Kuhn Sa instead of against him. At worst we lose 10 percent of the Burmese Socialist State suppression funds. You don't have to be from Las Vegas to recognize Khun Sa's offer as a good bet. I believe in him and that he will keep his word. We can't hardly afford not to take the chance. I believe the American public would be outraged to discover we by-passed such an opportunity because people who are suspect as traffickers say they "don't trust Khun Sa." Their line should be added to other greats such as, "I'm from the government, I'm here to help you"; and "your check is in the mail."

THE SILENT WAR

We are engaged in a silent war. Those waging this brutal conflict have not the decency to inform their victims who include ourselves and almost everyone we know. Their standard bearers include George Bush and David Rockefeller. As the high priced professional liars in the mass media assure us all is well, the common people of the world are being crushed like foot soldiers over run by a panzer division.

And yet, the only real power of these perpetrators derives only from this force fed ignorance. Apart from the power to keep us fighting each other, the Monopolists have no power. If a critical mass of people can learn the information contained herein, and what is more important, the sources of this information, a global reign of terror will end.
