Rốt cuộc bọn đầu tôm ở Viginia vào tṛng gian đảng Việt Tân để xóa bỏ việc tưởng niệm Ngày Quốc  Hận 30-4.

 

Có phải là từ nay Người  Mỹ Gốc Việt thoát thai từ Người Việt Tỵ Nạn Cộng Sản ở Virginia đến ngày 30-4 chỉ đón mừng  "NGÀY CÔNG NHẬN NGƯỜI NAM VIỆT NAM"  (South Vietnamese Recognition Day in Virginia) không c̣n biết đến "NGÀY QUỐC HẬN 30/4"?

Nghị quyết SJR 455 dưới đây không có một ư nghĩa nào hơn việc công nhận có thêm một sắc dân thiểu số ở Hoa Kỳ. Và hàng năm sắc dân thiểu số này sẽ vui mừng đón nghị quyết này  trong Ngày 30 - 4.

 

Thật là đau đớn khi  việc tưởng niệm  "Ngày Quốc Hận 30 – 4"  từ nay trở thành ngày người Việt Nam vui mừng được đến làm di dân rồi công dân Hoa Kỳ sau khi thể chế Việt Nam Cộng Ḥa bị tiêu vong,  đất nước bị Việt Cộng chiếm đoạt, cả dân tộc bị đọa đày.

WHEREAS, South Vietnamese Americans, a proud, industrious people, make up the fourth-largest group of Asian Americans in the United States; and

WHEREAS, a South Vietnamese mass immigration to the United States began when communist tyranny swept the former Republic of Vietnam after the fall of Saigon in 1975; and

WHEREAS, to the very end, soldiers of the Army of the Republic of Vietnam (ARVN) fought valiantly, defending their freedom with skill, daring, and gallantry; the ARVN 3rd Cavalry Regiment, for example, demonstrated such skill and heroism in battle that it was awarded the coveted United States Presidential Unit Citation; and

WHEREAS, nearly 60,000 American fighters died in the Vietnam War and some 224,000 South Vietnamese troops also fell defending their nation; and

WHEREAS, although the American sacrifice in Vietnam was enormous, some of the most bitter combat—including the savage warfare after the United States' withdrawal—was shouldered principally by our South Vietnamese allies; and

WHEREAS, the 1968 communist Tet Offensive was designed to crack South Vietnam's will to resist, instead, South Vietnamese forces fought ferociously, and not a single unit collapsed or ran; indeed, even the police fought, turning pistols against heavily armed enemy regulars; and

WHEREAS, together with American soldiers, sailors, airmen, and Marines, the ARVN decimated the indigenous Viet Cong guerrillas, eliminating them as an effective fighting force for the remainder of the war; and

WHEREAS, most American units had left Vietnam by 1972, yet South Vietnamese units continued to perform remarkably well; with limited American help, they defeated North Vietnam's all-out Easter Offensive, a massive conventional invasion led by Soviet T-54 tanks; and

WHEREAS, the Easter Offensive victory helped force North Vietnam to accept a negotiated end to the war; and

WHEREAS, sadly, in 1974 the United States withdrew most military support, including air power, severely restricting the flow of fuel and munitions to the ARVN; strangled by a lack of supplies, tanks and artillery pieces were allotted meager quantities of ammunition—sometimes just a few shells per day—and radios often had no batteries; and

WHEREAS, the strangulation of South Vietnamese supply lines destroyed morale and decimated combat power, making it impossible for even the bravest South Vietnamese troops to effectively defend against the final invasion by North Vietnamese soldiers; North Vietnam remained well supplied by its communist allies in China and the Soviet Union; and

WHEREAS, everyone with ties to the Americans or the government of the Republic of Vietnam feared the threatened communist reprisals; as communist forces overran the South during the spring of 1975, 125,000 key South Vietnamese personnel were airlifted from South Vietnam to refugee centers in the United States; and

WHEREAS, as American troops and embassy staff were evacuated by waiting aircraft, terrified South Vietnamese mothers thrust their babies into the hands of complete strangers, hoping their offspring might somehow survive the approaching bloodbath; and

WHEREAS, the promised reign of terror quickly emerged and the South Vietnamese desperately fled the murderous tyranny of the communists; roughly two million South Vietnamese fled to escape North Vietnam's promised "people's paradise"; and

WHEREAS, launching small, crowded sampans, many South Vietnamese sailed into the vast, treacherous waters of the South China Sea, where hundreds of thousands drowned in the escape attempt; the South Vietnamese continued to flee their county in huge numbers from 1975 until the mid-1980s; and

WHEREAS, beginning in 1975 and for decades afterwards, well over one million South Vietnamese—especially former military officers and government employees—were imprisoned in communist concentration camps; these were euphemistically called "reeducation camps," where many thousands of South Vietnamese were "educated" to their deaths; and

WHEREAS, the communist concentration camps were characterized by brutal forced labor, political indoctrination, and deadly assignments like human mine clearing; there were no formal charges or trials; and

WHEREAS, the conditions in the camps were so savage that many surviving inmates estimate that almost a third of the prisoners of war died while in captivity; and

WHEREAS, South Vietnamese immigration to the United States peaked in 1992 when, after decades of torture, many concentration camp survivors were finally released and sponsored by their families to come to this country; and

WHEREAS, after persevering through unimaginable brutality and suffering, the South Vietnamese who escaped their homeland demonstrated admirable talent and intellect; they became an entrepreneurial, upwardly mobile group, whose poverty rate rapidly declined after their arrival in the United States; and

WHEREAS, today, 82 percent of the South Vietnamese in the United States are native-born or naturalized citizens, an exceptionally high portion of American citizenship for any immigrant group; and

WHEREAS, for several decades, South Vietnamese American patriots have contributed to the United States with intellect, skill, loyalty, and determination; many have served proudly in the Armed Forces of the United States; now, therefore, be it

RESOLVED by the Senate of Virginia, the House of Delegates concurring, That the General Assembly designate April 30, in 2013 and in each succeeding year, as South Vietnamese Recognition Day in Virginia; and, be it

RESOLVED FURTHER, That the Clerk of the Senate transmit a copy of this resolution to the National Congress of Vietnamese Americans so that members of the organization may be apprised of the sense of the General Assembly of Virginia in this matter; and, be it

RESOLVED FINALLY, That the Clerk of the Senate post the designation of this day on the General Assembly's website.

Điều này cho thấy những nghệ nhân khác chủng tộc, ngôn ngữ có ư thức nhân bản c̣n biết chia sẻ nỗi đau buồn về việc một vùng trời tự do bị lọt vào tay cộng sản, trong khi bọn da vàng mất nước th́ biến đau thương thành hoan hỷ, hí hửng nhờ ngày sụp đổ của thể chế Việt Nam Cộng Ḥa nên được trở thành một “cộng đồng dân tộc thiểu số tân lập” (new ethnic minority) ở Hoa Kỳ. Trần Ích Tắc, Lê Chiêu Thống c̣n chạy dài đám người vong bản này.

38 năm, đám nô lệ vọng ngoại quanh quẩn múa rối, hồ hởi với những cái bánh vẽ, Ngày Nhân Quyền VN (ngày B.S. Nguyễn Đan Quế đưa ra tuyên-ngôn của Cao Trào Nhân Bản ở VN), Ngày Tỵ Nạn Việt Nam, Ngày Chiến-sĩ Tự do (Freedom Fighters Day) từ năm 2002 với SJR139,  Ngày Nam VN (hay c̣n gọi là Ngày VNCH). . Nghe đâu các cộng-đồng VN ở Miền Đông đang rủ nhau về Richmond đi diễn hành ngày 27 tháng 4 tới đây nhằm đánh dấu việc “xóa bỏ Ngày Quốc Hận 30-4”.  (xem chương tŕnh của TCCĐVN DC,MA,VA)

 

 

 

 

 

Đă thế trong bài viết của tác giả Tâm Việt c̣n có đoạn bóp méo lịch sử khi cho rằng:” Như vậy, ta có thể thấy được rằng vị-thế của VNCH ngày càng được phục-hồi và công-nhận, ăn khớp với những sách vở (trong cả tiếng Anh lẫn tiếng Việt) cũng như dư-luận ngày càng muốn trả lại danh-dự cho miền Nam và Quân-lực VNCH.” 

 

Không phải đợi đến bây giờ mà từ 17 năm về trước, vào Ngày 19 tháng sáu năm 1996. Ủy Ban T́nh Báo Thượng Viện Hoa Kỳ đă mời nhóm Vietnamese Commandos vào điều trần và sau đó Quốc Hội Hoa Kỳ đă chính thức công nhận sự hy sinh và ḷng dũng cảm của các lực lượng quân sự của Nam Việt Nam, Australia, Hàn Quốc, Thái Lan, New Zealand, và Philippines qua SEC 535. Các đơn vị Nhảy Dù, Biệt Kích, Biệt Động Quân, Bộ Binh, Thủy Quân Lục Chiến , Republic of Korea marines, the Capital and White Horse divisions, the Royal Thai Army Black Panther Division, the Royal Australian Regiment, the New Zealand `V' force, and the 1st Philippine Civic Action Group đều được vinh danh.

 

Đặc biệt Vietnamese Commandos được dành riêng một SEC 536. Sau đó lưỡng viện Quốc Hội Hoa Kỳ đă thông qua một đạo luật mới vinh danh và bồi hoàn danh dự cho Vietnamese Commandos. Những sự kiện lịch sử đó cho thấy  South Vietnam hay Việt Nam Cộng Ḥa đă được phục hồi vị thế và danh dự  sau thắng lợi của cuộc đấu tranh và vận động của Vietnamese Commandos với cả ba ngành Tư Pháp, Lập Pháp và Hành Pháp.

Chính đương kim ngoại trưởng John Kerry là một trong những người bảo trợ và giới thiệu cuộc điều trần vào ngày June 19/1996.  (Vietnamese commandos : hearing before the Select Committee on Intelligence of the United States Senate, One Hundred Fourth Congress, second session ... Wednesday, June 19, 1996 (1997) .

Kết luận, vị thế và danh dự của VNCH và QLVNCH đă được phục hồi từ lâu. Việc được nghị quyết 455 chấp thuận "Ngày Công Nhận Người Nam VN" vào 30 - 4 hàng năm chưa chắc đă đáng xem là niềm vui chính đáng, bởi những Người Việt Nam Tỵ Nạn Cộng Sản hầu hết là công dân của thể chế VNCH không thể vui trong ngày tang thương đau buồn của đất nước và dân tộc.

Ngày 30 – 4 măi măi vẫn là Ngày Quốc Hận.

SEC. 535. SENSE OF CONGRESS REGARDING THE HEROISM, SACRIFICE, AND SERVICE OF THE MILITARY FORCES OF SOUTH VIETNAM AND OTHER NATIONS IN CONNECTION WITH THE UNITED STATES ARMED FORCES DURING THE VIETNAM CONFLICT.

(a) FINDINGS- Congress finds the following:

(1) South Vietnam, Australia, South Korea, Thailand, New Zealand, and the Philippines contributed military forces, together with the United States, during military operations conducted in Southeast Asia during the Vietnam conflict.

(2) The contributions of the combat forces from these nations continued through long years of armed conflict.

(3) As a result, in addition to the United States casualties exceeding 210,000, this willingness to participate in the Vietnam Conflict resulted in the death, and wounding of more than 1,000,000 military personnel from South Vietnam and 16,000 from other allied nations.

(4) The service of the Vietnamese and other allied nations was repeatedly marked by exceptional heroism and sacrifice, with particularly note worthy contributions being made by the Vietnamese Airborne, Commando, Infantry and Ranger units, the Republic of Korea marines, the Capital and White Horse divisions, the Royal Thai Army Black Panther Division, the Royal Australian Regiment, the New Zealand `V' force, and the 1st Philippine Civic Action Group.

(b) SENSE OF CONGRESS- Congress recognizes and honors the members and former members of the military forces of South Vietnam, the Republic of Korea, Thailand, Australia, New Zealand, and the Philippines for their heroism, sacrifice and service in connection with United States Armed Forces during the Vietnam conflict.

 

SEC. 536. SENSE OF CONGRESS REGARDING THE HEROISM, SACRIFICE, AND SERVICE OF FORMER SOUTH VIETNAMESE COMMANDOS  IN CONNECTION WITH UNITED STATES ARMED FORCES DURING THE VIETNAM CONFLICT.

(a) FINDINGS- Congress finds the following:

(1) South Vietnamese commandos were recruited by the United States as part of OPLAN 34A or its predecessor or OPLAN 35 from 1961 to 1970.

(2) The commandos conducted covert operations in North Vietnam during the Vietnam conflict.

(3) Many of the commandos were captured and imprisoned by North Vietnamese forces, some for as long as 20 years.

(4) The commandos served and fought proudly during the Vietnam conflict.

(5) Many of the commandos lost their lives serving in operations conducted by the United States during the Vietnam conflict.

(6) Many of the Vietnamese Commandos now reside in the United States.

(b) SENSE OF CONGRESS--Congress recognizes and honors the former South Vietnamese Commandos for their heroism, sacrifice, and service in connection with United States armed forces during the Vietnam conflict.

G. VIETNAMESE COMMANDOS: The Committee held a hearing on June 19, 1996, to hear testimony regarding a Vietnam-era covert action program. This operation, funded and supported by the United States, sent several hundred Vietnamese Commandos into North Vietnam on espionage and sabotage missions. Nearly all of these commandos were killedor captured by the North Vietnamese. Those who were capturedwere not released in 1973 following the Paris Peace Agreement and spent as long as twenty years in North Vietnamese jails. Recently declassified documents and statements made by individuals involved with this program suggested that in 1964 U.S. officials directing the operation began declaring these men as killed-in-actionso that the captured commandos could be dropped from the program’s payroll. In a case in the U.S. Court of Claims, 281 of thesecommandos sought payment from the U.S. Government for the time they spend in prison.After the Committee’s hearing, Senators John Kerry and JohnMcCain offered an amendment to the Defense Authorization Bill toprovide these men, or their heirs, with compensation. The Administration, without reference to any outstanding legal issues, supported the Kerry-McCain amendment. This provision was included in the National Defense Authorization Act for Fiscal Year 1997 signed by President Clinton. The Department of Defense Appropriations Conference Report contained identical language and provided up to $20 million for payment of the claims.

XÉT V̀, những người Mỹ gốc Nam Việt Nam, một dân-tộc oai hùng và cần mẫn, hiện là nhóm người Mỹ gốc Á lớn thứ tư trên đất Mỹ; và

 

XÉT V̀, một cuộc di-cư vĩ-đại của người Việt miền Nam đă sang Hoa-kỳ khi bạo-quyền cộng-sản chiếm xong Việt-nam Cộng-ḥa sau ngày Sài-g̣n thất thủ vào năm 1975; và

 

XÉT V̀, cho đến phút chót, những binh sĩ trong Quân-lực VNCH đă kiên-cường chiến-đấu để bảo-vệ nền tự do của họ một cách tài-t́nh, táo-bạo và can-đảm, như trường-hợp Lữ-đoàn III Kỵ-binh QLVNCH đă chứng-minh sự dũng-cảm và tài-nghệ trong chiến-đấu đến độ được lănh Huy-chương của Tổng-thống Hoa-kỳ dành cho một đơn-vị; và

 

XÉT V̀, gần 60 ngh́n chiến-sĩ Hoa-kỳ đă hy-sinh trong Chiến-tranh VN và 224 ngh́n binh sĩ QLVNCH đă nằm xuống để bảo-vệ quốc gia của họ; và

 

XÉT V̀, mặc dầu sự hy-sinh của người Mỹ rất to lớn ở VN, một số trận chiến khắc nghiệt nhất--kể cả cuộc chiến dă-man sau khi Hoa-kỳ đă rút khỏi VN--đă được gánh vác chủ-yếu bởi các đồng-minh Nam Việt Nam của chúng ta; và

 

XÉT V̀, cuộc Tổng-công-kích Tết Mậu-thân 1968 của CS là nhằm bẻ găy ư-chí chống lại CS của quân dân Miền Nam, Quân-lực VNCH đă chống trả quyết-liệt, và không một đơn-vị nào bỏ chạy hay tan hàng; thật vậy, đến ngay cảnh-sát cũng hăng say chiến-đấu, dùng súng lục chống lại quân chính-quy của địch được vơ-trang đầy đủ; và

 

XÉT V̀, cùng với bộ-binh, thủy-quân, không-quân, và TQLC Hoa-kỳ, Quân-lực VNCH đă tận-diệt bộ-đội du-kích của Việt-Cộng, loại-trừ hẳn thành-phần này ra như một binh-đội c̣n có khả-năng chiến-đấu trong phần c̣n lại của cuộc chiến; và

 

XÉT V̀, hầu hết các đơn-vị chiến-đấu của Hoa-kỳ đă rời VN vào năm 1972, các đơn-vị QLVNCH đă tiếp-tục chiến-đấu rất hào-hùng chỉ với một sự giúp đỡ tối-thiểu của Mỹ, đánh bại cuộc Tổng-công-kích Mùa Hè Đỏ Lửa năm ấy, một cuộc xâm-lăng quy-mô và quy-ước trên toàn miền, có chiến-xa T-54 của Liên-Xô dẫn đường; và

 

XÉT V̀, chính chiến-thắng của QLVNCH vào Mùa Hè Đỏ Lửa đă buộc Bắc-Việt phải chấp nhận kết-thúc chiến-tranh qua thương thảo; và

 

XÉT V̀, tiếc thay, vào năm 1974 Hoa-kỳ đă rút cầu bằng cách giảm gần hết yểm-trợ quân-sự, kể cả không-lực, cắt nghiêm-trọng việc cung-cấp dầu xăng và đạn-dược cho Quân-lực VNCH--giờ đây bị bóp nghẹt bởi thiếu hết quân-trang quân-cụ trong khi chiến-xa và pháo-đài chỉ được phát một số-lượng rất nhỏ đầu đạn, có khi xuống đến vài quả trong một ngày, thậm chí đến các bộ truyền tin cũng không cả có pin để xử dụng; và

 

XÉT V̀, việc thắt chặt các đường dây tiếp-tế cho Quân-lực VNCH đă làm suy sụp tinh-thần và khả-năng chiến-đấu của họ, làm cho việc chiến-đấu hữu hiệu của ngay những đơn-vị can trường nhất của Miền Nam cũng không thể thực-hiện được trước cuộc xâm-lăng chót của quân Bắc-Việt, vào lúc đó vẫn được cung-cấp đầy đủ bởi đồng-minh Trung-Cộng và Liên-Xô của họ; và

 

XÉT V̀, bởi tất cả mọi người có liên-hệ với Mỹ hay chính-quyền VNCH rất lo ngại về viễn-ảnh trả thù tệ-hại của CS nên vào phút chót, trong khi quân-đội CS tràn xuống miền Nam vào mùa Xuân năm 1975, 125 ngh́n nhân-viên then chốt của VNCH đă được không-vận từ Miền Nam sang các trại tỵ nạn ở Hoa-kỳ; và

 

XÉT V̀, ngay trong lúc binh lính Mỹ và nhân-viên Sứ-quán Hoa-kỳ được trực-thăng đến đón th́ có những bà mẹ VN kinh hăi ném ngay con ḿnh vào tay những người hoàn-toàn xa lạ, chỉ để mong làm sao cho con ḿnh thoát được cảnh tắm máu sắp xảy ra; và

 

XÉT V̀, chế-độ kinh-hoàng xuất hiện gần như tức-khắc nên người Việt miền Nam đă trong tuyệt-vọng trốn chạy bạo-quyền sát sinh CS, đưa đến khoảng 2 triệu người đă t́m cách trốn khỏi "thiên-đường nhân-dân" do CS Bắc-Việt hứa hẹn; và

 

XÉT V̀, đi bằng những con thuyền mỏng manh, chặt nứt, rất nhiều người miền Nam đă liều lĩnh ra khơi, đi vào sóng gió băo táp của Biển Đông, đem lại cái chết của hàng trăm ngàn người bị lật thuyền, ch́m xuống đáy đại-dương; mặc dầu vậy, những con số khổng-lồ người Việt miền Nam vẫn tiếp-tục ra đi từ năm 1975 đến giữa thập niên 1980; và

 

XÉT V̀, cũng bắt đầu từ 1975 và kéo dài hàng thập niên sau đó, hơn một triệu người miền Nam--đặc-biệt là các cựu-sĩ-quan và công-chức chính-phủ--bị đưa vào các trại tập trung mà được gọi một cách hiền lành là các trại "học tập cải tạo," nơi đó nhiều ngàn người đă bị "cải tạo" đến chết luôn; và

 

XÉT V̀, những trại tập trung của CS được nổi tiếng qua các chế-độ khổ-sai tàn-bạo, nhồi sọ về chính-trị, và những nhiệm-vụ chết người như đi chân đất ḍ ḿn, không hề qua những thủ-tục cáo buộc tội-trạng hay xét xử trước ṭa án; và

 

XÉT V̀, những điều-kiện trong trại tệ hại đến mức nhiều người sống sót cho rằng gần một phần ba các tù-binh đă chết trong thời-gian bị cầm tù; và

 

XÉT V̀, con số di-cư của người Việt miền Nam sang Hoa-kỳ lên tới đỉnh-điểm vào năm 1992 khi, sau hàng thập niên bị tra tấn, nhiều người sống sót từ các trại tập trung nói trên cuối cùng mới được thả ra và bảo trợ bởi gia-đ́nh họ sang xứ này; và

 

XÉT V̀, sau khi chịu cực-h́nh qua nhiều năm khổ đau và ngược-đăi không thể tưởng-tượng nổi, những người miền Nam đă trốn được khỏi quê hương đă tỏ ra tài-năng và thông minh vượt bực để trở thành một nhóm người dám vào thương-trường và t́m đường thăng-tiến, giải-quyết chóng vánh những bước đầu nghèo khó sau khi đến Hoa-kỳ; và

 

XÉT V̀, ngày nay, 82 phần trăm người Việt miền Nam có mặt ở Hoa-kỳ là những người sinh trưởng ở đây hay là người đă có quốc-tịch Hoa-kỳ, một tỷ-lệ rất cao trong mọi nhóm di-dân có quốc-tịch; và

 

XÉT V̀, qua nhiều thập niên, những người Mỹ yêu nước gốc Nam Việt Nam này đă đóng góp đáng kể vào nước Mỹ với trí-tuệ, tài-năng, quyết-tâm và ḷng trung-thành của họ, với không ít con em đang phục-vụ một cách hănh-diện trong Quân-lực Hoa-kỳ; do đó,

 

Thượng-viện QUYẾT-NGHỊ, với sự đồng-thuận của Hạ-viện,

 

Là Đại-nghị-viện Virginia sẽ lấy ngày 30 tháng Tư 2013 và cùng ngày này trong những năm kế-tiếp, làm Ngày Công Nhận Nam Việt Nam ở Virginia; và

 

QUYẾT-NGHỊ TIẾP,

 

Là Thư-kư Thượng-viện chuyển một bản của Nghị-quyết này tới Hiệp-hội Thương mại Á-châu ở Virginia và Nghị-hội Toàn-quốc Người Việt tại Hoa-kỳ đặng cho những thành-viên của hai tổ-chức này được biết về quyết-định của Đại-nghị-viện Virginia về vấn-đề này; và

 

CUỐI CÙNG QUYẾT-NGHỊ,

 

Là Thư-kư Thượng-viện đưa việc chỉ-định ngày này lên Trang Nhà Điện Tử của Đại-nghị-viện Virginia.
